Is it possible for there to be political turmoil in at least one of the places they're in? Then it could go something like this:

Post 1 - Have been there for a while, but soon after the start of the story are finally transferred to...

Post 2 - Everything's ducky for a while until the place is hit by sudden political turmoil. (Sudden so they don't get rid of the families.) Diplomatic staff evacuated at the last minute to...

Post 3 - Where the family stay for a while but it is really kind of skeevy so the parents send the kid to...

Place 4 - But then the government higher-ups realize that Place 1 isn't going to calm down any more, so the diplomatic staff assigned to Place 1 get reassigned to...

Post 5 - Where his parents settle down and send for the child, but he really isn't enjoying it there, so they send him off to school in...

Place 6.

But I don't think it's likely that a person, especially one with kids, would move between six postings in two years. If the character's parent were one of those Diplomat At Large types who gets sent to deal with crisis situations, then he probably wouldn't take his family with him.
