Setting: Northern California, 2014 (Show/fandom: Teen Wolf)

Goal: 17-year-old is murdered, and his family of choice (whom he has no biological or legal relationship to) abruptly inherit his old house and a large sum of money, which they are blindsided by. Before that, he was briefly hospitalized, and this family made medical decisions for him.

If your minor were in state's custody right before he died, then the state would have medical decision-making authority over him.

If permanent custody and guardianship of the minor had been granted to, say, a family friend, then that person would have medical decision-making authority over him. Same if the family friend adopted him.

TL;DR

Have the loving family adopt him. That way the parent(s) of that family would inherit from him after he died. But social services would be all up in the mix to make the adoption happen.
