Okay, so, a couple of things to consider here:
1. That little girl's face is going to be EVERYWHERE. (Ex: Mickey Shunick. When it wasn't known yet whether she was dead or alive and her family was hopeful, everyone in the state knew her name, what she looked like, and was looking for her. She was all over my facebook feed, and a lot of people in Louisiana will share photos of missing children or recently deceased children, depending on the tragedy)
2. It has to be SERIOUS (and definitely not be the work of a white male) before something is labeled a terrorist attack (Ex: The 2015 Lafayette Grand Theatre shooting, and, in general, multiple bomb threats and shootings in various Louisiana cities), so think about how race plays into your story.
3. Are the kidnappers suspected for causing the fire? This will impact the possible police interaction
4. What is the timeframe between the fire starting and when the possible police action occurs? Checkpoints i Louisiana are usually set up for sobriety tests. You may want to see if you can find police checkpoint protocol for why one would be set up and where they would be set up. If the police interaction is going to be a checkpoint, your car hiding idea is unlikely to work, especially if the characters are suspected of terrorism (re: are not white)
5. Where is this terrorist attack fire starting? My first thought was downtown New Orleans for maximum chaos, but you may have something different in mind.
