Here's a summary of Apollo's character:

"There's no one in the world who has only one face."

This quote practically DEFINES Apollo's way of thinking. Apollo believes that everyone is more than what they seem at first glance. He also believes that at least one of those faces people have is, usually, false on some level. From Apollo's experience, it's usually the "kind" face, and even in the major points in his past where that most certainly wasn't the case, he got emotionally hurt in a big way. Therefore, he's not very willing to trust people.

From Apollo's POV, there are three kinds of people in the world: The truly kind people, the monsters, and the Atoners. To Apollo, those who are truly kind (say, "incorruptible" police officers, etc.) hide helplessness and ignorance, whether it's because of a lack of strength and an unwillingness to deal with and see certain facets of the world, or because they're bound to a code that's bound to leave them and/or their loved ones defenseless at some point and they don't know or ignore it. The monsters, and Apollo believes himself to be one, can pretend to be nice or restrain themselves some other way, but it's a facade and the true face of someone like that is that of someone who'll lift those restraints at a moment's notice and do anything to fulfill their own ends, even if there is no end at all. Atoners, however, comprise a Gray Zone or line, due to trying to repent for their past misdeeds as monsters.

Apollo thinks he's a monster because of the already-mentioned fact that he's killed before and the fact that he's tortured and traumatized others. His restraint is placed on his desire or "desire" to kill people. He still thinks he can just lift it and kill someone at anytime, but the truth is he never does. And again, he doesn't target the innocent.

Also, let's just say he doesn't have much faith in law itself, but that he respects and/or pities the "incorruptible" people trying to do the right thing while trying to uphold it at the same time and RESPECTS and is fond of Atoners.

I think this is a good enough summary.

That said, I've been considering ALSO making Apollo a Cloudcukoolander and a Gadfly/Troll, in addition to Stepford Smiler. Ex.(Only one I've thought of so far): Apollo would meet Yugi and co. for the first time, and think that Yugi's hair is an alien parasite possessing him (In all seriousness, LOOK AT THAT THING!! Just search Yugi Muto in Google or Bing images). Just to confirm his suspicions, he'd walk up to Yugi, put his hand in his hair, and out of nowhere, he'd ask: "Do you come in peace?" If Yugi tries to answer, Apollo says: "Hush, little Yugi. The hair speaks to me." Don't know what would happen then yet, but before that conversation's finished, Apollo would eventually tell Yugi to check his family tree and see if there are any aliens in it, 100% not messing with him (Because WHO ON EARTH could naturally have that hair and not be AT LEAST part alien)?
