FBI related question

Hello, I just have a couple of questions related to the FBI, whose answer I cannot get.

My character is the SAC of the office at Houston, Texas. Can he get trasferred to the satellite office at Palo Alto? If so, is he a Special Agent working under their SAC or does he retain his status?
