Homicide crime scene in the middle of a dense forest

Setting: Modern day | California, USA
Terms researched: "outdoor crime scene procedures"; "homicide in national parks"; "police transportation national forest". Variations of such.
Scenario: A body is found by a couple of hikers an hour away from the nearest road/highway. Thus, making the crime scene difficult to access. It's evident that it was a homicide. They immediately go to the forest rangers, to which they go find the crime scene. I need to have the police department from the nearest city (pop. is about 90 000) come to investigate as the body is a missing person/witness for another case.
Now, I have a few questions, mostly about procedure.
1. When would the forest rangers call this in and who would they call in, as this is taking place in their park?
2. Would the law enforcement for that city be called in immediately or only when the body is identified? Is it possible that they would be brought in to process the crime scene?
3. I've read that in situations like these, the FBI might be contacted. Is this true?
and last of all,
4. As the crime scene is by a creek and an hour away from the nearest road, transportation would be difficult. What would happen in this situation? What would be the best method to access the crime scene?
