Whips, Punishments.

Hello, i am currently in the beginning stages of designing my own world
and i'm at writing the more major laws and punishments. One of the
punishments is to be whipped, but when searching for information what
i'm getting is things about whipped cream and whips that are either used
to inspire fear and no or little damage or inspire terror and massive
amounts of damage.
