Seahurst Park in Burien might be acceptable, though it may also be gated after dark (it's been a year since I've been there, and can't remember). You can watch the Sound and the lights on Vashon Island from there ... and the ferries going back and forth.

Another possible spot is somewhere along Alki Beach in West Seattle. It's not terribly private, though, as in a main road travels along the entirety of it, though there are places to park. From there, you see Seattle's skyline as well as the ferries going to Bainbridge Island and the lights there.

From Alki, aren't you most likely to see the ferries headed to Vashon Island? Because there's the Alki-Vashon run, and the downtown Seattle-Bainbridge/Bremerton runs seem like they'd be pretty distant...

Depends on what section of Alki you're on as to which island you can see and which ferry route.

I think people are suggesting that Seahurst Park is gated after dark, but Alki Beach may work wonderfully. I can use some of my own experiences with Santa Monica beach after dark in that scenario, and the view sounds like it would be exactly the sort of place my MC would want to take his gf. Thank you!

If you're going to use Alki, it might be more helpful for you to envision the beach around Venice Pier than Santa Monica. Unless I'm crazy and they're equally lit, it just seems darker to me down on that side of the beach :)
