it's often kids who can't get their parents permission to get it done by an actual piercer... if you're under 18 (or maybe 16 in some places) you need to get a form filled out by your parents to get it done at a registered piercer.

The needle method is probably the oldest one. (And people are still doing it today, ow ow ow.) Even though my original post was crazy ambiguous, I was really aiming more for the "where would he get the material?"/"who would suggest it?" angle, but I suppose that'd be fairly intuitive.
