Generally speaking, anything that involves possible death is going to require the consent of the parent or guardian - think surgery and that sort of thing - if only as a liability protection for the bungee jump company. I can't point to a law that says so, but I feel like your character would have to provide some sort of liability waver - and that means he/she would need permission from an adult. I think that it's only a matter of a form, but as I said, I can't say for sure.
Insurance is the first word that popped in my head. You generally have to sign a insurance waver and a minor could not sign a legal document. In Connecticut, I don't know if a parent/legal guardian could give consent to do so. I know in Nevada even with a guardians consent, minors are not allowed.
As for finding a bungee jumping location, I suggest looking at amusement parks.

If you're over eighteen, you get to sign your own life away.

As far as I know, there aren't any bungee locations in CT (more of a skydiving state.) There are a few crane-type ones at amusement parks, but those are entirely different. The one in Maine has a 18-and-older ONLY policy, which is likely in place everywhere in the area. All the New York and CT skydiving places have no under 18s permitted, no matter what.
There were, historically, a few illegal jump clubs based out of NYC.
