I think what you're actually looking for are the places of major urban populations in each country. The best place for this would be the index of a concise atlas - you know, the type that has Europe on three pages.

The problem with using the term city is that it means different things in different places. In Britain, for instance and I suspect other European countries, it means a place with a royal charter. So the list of cities in the Uk will include some quite small places and not include some major centres of population.

Yes, it is the same in Germany, too. Everything that has more than 2000 inhabitants can be a "Stadt" (town or city, there is no difference), the smallest has actually only 300, according to Wikipedia. It needs a certain decree from above (not a royal one, obviously).

And I agree: an atlas should be best.
