Yours is not an uncommon sentiment. There's a reason there has not been some official form of law enforcement in the past.

I knew they'd stashed McCoy someplace when he went barmy, but I've never seen them with my own eyes. Perhaps I shall make a journey to inspect them, soon.

Perhaps you should. Their main benefit is imprisoning people in a place where their supernatural powers are neutralized. I can't say I have ever seen them used for formal arrests.

Nothing. Without formal laws, there is no formal arrest. Simply warnings and then violence.

There seems to be a common sentiment that residents would rather handle their own affairs, anyway.
