Re the post office thing, yeah, I've run into that -- they like to know which mail to deliver and which to bounce (i.e., if it's supposed to be bounced, everyone involved is happier when it does...). In the case of apartment complexes, the PO is usually pretty liberal, since the turnover rate is much higher.
Re the wallpaper remover, if it came down that easily, then it was properly put up (i.e., they sized the wall and used decent paste).
