Not really excited per se...just irritated for several reasons. I haven't (knock on wood) ever had a ticket, so this isn't necessarily going to hurt me. If people weren't making such a big deal out of it, though, most of us wouldn't know about the additional fees until one of us was caught for something. I prefer a little more visibility in my gov't.
I think it could set a bad precedent for other fees like this to be put into place. How about in addition to a late fee, an urban renewal fee is set up on your bill if you are late on your mortgage payment?
I would also hope that penalties for violations (especially repeated violations) were already structured at a proper amount based on the violation and occurence(s). Adding onto that amount because VA needs a road paved doesn't quite sound justified to me. It just sounds like a way for the state gov't to avoid the responsibility of balancing the budget and/or the unpopular idea of raising taxes statewide.
If NJ and MI can't get these fees knocked off the books, I'll be hoping VA can.
