Program: Photoshop
Translatable: Yes
Difficulty: Easy
Steps: 7
Note: Can also be done with some color pictures.

1) Crop your base if you'd like, and change it to a black and white picture by the method of your choice, or Desaturate it by pressing Shift+CTRL+U.

2) Next, just to give it a faded sort of look, fill your picture with #2c2c2c (a dark gray) by going to Layer>New Fill Layer>Solid Color and set it to Lighten 100%.

3) Next we're going to start adding a couple colors. So make a new Color Balance layer by going to Layer>New Adjustment Layer>Color Balance. Use these settings:

Shadows: -19, -20, +16
Midtones: -34, -15, -18
Highlights: -23, -24, -38

4) We're adding a little more of a blue-ish tone to it, so make a new Channel Mixer layer by going to Layer>New Adjustment Layer>Channel Mixer. Use these settings:

Blue: +8, +6, +90, 0

5) Now it looks way too blue, so we need to fix that. Make a new fill layer with #000d20 by going to Layer>New Fill Layer>Solid Color and set it to Difference 75%.

6) Now this is just going to add that cool blue-green effect that you can see in the end result. If you want, you can skip this step. Fill your picture with #00c1b1 by going to Layer>New Fill Layer>Solid Color and set to Color at around 10-15%.

7) Last step! We're going to bring out Joe's hair and facial features that got hidden along the way of coloring. Duplicate your base, drag it to the top and set it to Luminosity 50-100% depending on your picture.

You're done! I love to see results and get feedback so don't hesitate to comment! :)
P.S. If you'd like the .psd just ask!
