Fiscal responsibility (not!)
So, when your city is facing a big deficit, you can't come to a contract agreement with your police department for over two years (and at the same time, you're bidding for an Olympics and lying about whether taxpayers will be on the hook for it) of course the proper and logical thing to do when you do come into some funds is to go and blow all the money.
