Table headings

"Savings from thermal insulation, thousand rubles" - does it sound OK?

The meaning: savings are presented in thousands of rubles (3,000; 15,000, etc.)

"Average construction costs (as percentage of total project costs)" - OK? Is "as" needed here?

Is that savings as a lump sum? Or savings in cost of heating/cooling over time? If the latter, is it thousand rubles per year, or per month, or what? It's important to distinguish stocks from flows.

I'd expect to see something like "Thermal insulation savings per annum, 1000s roubles'

There are a few options. As an American, the most sounding to me would be "Annual [energy] savings from housing insulation, 1000 rubles". As a general rule, any number over ten is written with numerals instead of being spelled out.

Re second question - it's clearer with the 'as' that this is a description of what went before. Without, it could mean that pairs of numbers would follow. Though as a heading, it would be OK without.
