No shit your kid isn't going to be able to sit still through his hour of homework immediately following his eight-hour, recess-free school day. ADHD my ass. Seriously, how did educators (and parents, for that matter) become so fucking dumb? Like it isn't bad enough that every second of most kids lives is more scheduled than that of a typical working adult. Not even wee little preschoolers are exempt from this crap - they have structured "classes" too. The whole system is revolting, and every time I read something like this my desire to home-school any progeny I might produce increases a thousand-fold.
