Basically on our last game, we worked to get all the Heads of Houses (dukes/duchesses) to be held by PC's. Now this is after the HUGE fallout on that grid, so our 'staff' (two people at this time) were still a bit dogmatic about things being in straight lines (I will outline better I Hope in Rails to be posted later today).
So we have these 4 PC's who have no idea what their power really... well, is. When one tried to form a House Guard with PC's, they were quickly overruled by staff, and then same GM let another House do something similar.. only they could have as many NPC's as they wanted. Such things as being told we had to have 'retainer' objects to signify one person, but if you had many... they got torked. So what do you do when you're running a House at that point? It isn't necessarily playing favorites but it was that theme got wishy washy at times.
People will always rise to the occasion if they know the constraints. Or constraints were never put in place. These 4 people were pushed out of the nest and told, basically, to fly without being told if they even had wings and clipping them on occasion for not readily apparent reason.
Another case in point, our Arbiter. This was a short lived role because the sheer abuse that was dished out in a short amount of time was /astounding/. They tried speaking as though they were the right hand of the emperor and the GM's knees jerked and rather than punish the character... ripped that entire aspect of theme out again. Not to say I don't sympathisize with the guy who pulled it. But it was to the extremes. It made that aspect of theme come off wishy washy as well.
