which is a bit of a long shot
but yea and draco is reintroduced after the time of the new tri-wizards and transfers to hogwarts after being targeted by voldemort's agents
but REALLY, being targetted was not a concern of lucius and karkaroff whose loyalties have turned towards draco instead of voldemort
(ie the attacks weren't some devious plan, they really happened, they just aren't worried because draco's so much better than them)
they allowed draco to transfer so that draco would have the opportunity to infiltrate and knock off dumbledore, the only wizard that voldemort has ever feared, which will secure his status in the wizarding world as "above voldemort"
