See, it can be seen from two different ways... One, it unexpectedly attacked out of nowhere, it could have just been a freak accident... Two, it DID attack, and its her dog, and its attacked before...
How about possibly, asking for help from her, just because you need help?? Not because its her dog, etc. but just because you need help and she is your friend. I mean you do need help. Its possible she hasn't offered help before because maybe she was assuming you didn't need it.
I wouldn't bring up the money she inherited. But if she brings it up in a bad way (i.e., "You're just asking me for money 'cause you know I have a bunch now" or something similar), then just drop it, 'cause she obviously has a problem and/or doesn't know you at all. Because that is not something you'd do. You're not looking for a free handout here, just because she has it; you are looking for help, you need it, and you deserve to be helped, you're a good person. And... it was her dog! *haha*
Just see if you can have a conversation w/ her in which you ask for her help. Don't bring up the dog, the inheritance, etc. Just ask her for help. If she brings up the dog, then I guess you could kinda be like "well I know it was an accident... but its a good dog blah blah blah" and just try to steer her back toward helping you. Don't make it seem like you're wanting HER help just because it was HER dog, and maybe she will be more likely to do it. If she brings up the dog in a bad way (ie "you only think I should help 'cause it was my dog" or whatever) then just tell her no, you just need her help.

Hope everything works out.
