*Okita x Kagura: First of all, they're incompatible because they're both sadists & sadists need masochists. Secondly Kagura is 14 & Okita is an adult. Thirdly Okita's rivalry with Hijikata has something to do with Kondou. Okita might also be turned off by her poor hygiene & the fact that she's a tomboy. They're not flirting; they're trying to one-up eachother.
*Gintoki x Kagura: He's like her foster father, but they have strong "sibling vibes." When they're not fighting, she's usually imitating his behavior. Lastly, they're 9 years apart in age. Did I mention she was a minor?
*Gintoki x Sarutobi: He's just flat out uninterested in her. She's a sadomasochistic dominatrix, he's celibate. Gintoki is the "look but don't touch" type of guy when it comes to women. He even managed to look bored looking at nude magazines.
*Gintoki x Otae: Kondou is better Otae because he's a masochist & she's a sadist. Gintoki is neither & he's afraid of Otae.
*Katsura x any woman. Look at him; he looks natural in drag & weird in western men's clothes. He has a better chance snagging a lesbian.
*Kamui x Kagura: Heterosexual incest is illegal pretty much everywhere, Kagura genuinely dislikes her brother, & why would she want a man who's nearly identical to herself, let alone one who can't make her happy?

1)Kagura: A 14 year-old Hercules who is completely unfeminine & has absolutely no manners. She has a daughterly-sisterly sorta friendship with Gintoki. She has a massive appetite & her favorite food is pickled nori. She tends to ape Gintoki alot.
2)Otae: Queen of Tsunderes. Her default mode calm & sweet, but she has a quick temper, too quick. She's extremely aggressive & violent, even to family & friends, but her actions are rarely backed with ill will, meaning that making her genuinely angry could be fatal.

4)Otose: Gintoki's elderly chain-smoking landlady who owns the bar/snack shop downstairs. She's a no-nonsense person, but she's considerate of others.

6)Elizabeth: A giant white penguin that is actually an old fat man in a costume. He's the director of the anime as well as Katsura's pet.
7)Otsuu: A pop idol who seems to suffer from Coprolalia BIG time, apparent in both her music & the way she ends her sentences.
8)Mutsu: She dresses like a man, she talks like a man, she looks like a man, she acts like a man.
