City Council concept
Purpose:
1.) To create laws and associated punishments for the City.
2.) To provide an organization that can sponsor city-wide events.
[ooc note: This organization is in no way binding towards a member of the city. As with all aspects of Poly, interaction with this organization, and anything resulting from it's organization, is completely up to the muns of each character. This organization is Character-run, not Mun or Mod run, and as a result, it is to be interacted with like any other Character or Organization within Poly. If you have an OOC concern/complaint with this organization, contact a current council member, or make a comment of your concern/complaint in one of the council Logs.]
City Laws:
1. There are currently no City Laws
City Council Rules:
1. Elections
1. On January First and July first of each year, Elections will be held in a single post to (the Tampered Community) the public forum. This (log) discussion will have SEVEN polls, each poll representing one of the SEVEN divisions. If a citizen of the City wants to run as a representative of a division, they should post their interest in the most recent City Council Meeting Log.
2. On the January Thirty-First and July Thirty-First of each year, Elections will be closed, and new Council Members will be announced. Whichever member received the most votes in their Division's Poll will be the elected official for that division.
3. Any citizen of The City may vote in one, and only one, of the division polls and each citizens vote counts equally.
2. Meetings
1. On the first of every month, a Council Member may open an ongoing (log) post to (Tampered) the public forum titled 'City Council Meeting - "Month/Year"' Where Month and Year are substituted for the appropriate Month and Year, assuming that there is not already a (tampered) post with this name. During this time anyone is able to post a comment to the (log) conversation, with the following exceptions.
1. Only a City Council Member with no unresolved polls may post a poll.
2. Only City Council Members and their Proxies may vote on a poll.
2. At the end of each month, the previous City Council Meeting (Log in Tampered) will be closed, and a new (log) meeting will be opened. Any unresolved (polls) issues will then be posted as fresh polls in the newly opened (Tampered Log) meeting, along with the name of the Council Member that proposed the Poll.
3. Polls
1. A Poll contains suggested changes to either the City Council Rules, or the City Laws.
2. A Poll is considered unresolved unless any of the following are true:
1. The Poll is a suggested change to the City Laws and more than half (4) of the City Council Members have voted for the proposed change. In which case the change is made to the City Laws.
2. The Poll is a suggested change to the City Laws and more than half (4) of the City Council Members have voted against the proposed change. In which case the poll is failed.
3. The poll is a suggested change to the City Council Rules and more than 2/3 (5) of the City council Members have voted for the proposed change. In which case the change is made to the City Council rules.
4. The poll is a suggested change to the City Council Rules and less than 1/3 (2) of the City council Members have voted against the proposed change. In which case the poll is failed.
5. All of the City Council Members have voted and none of the above conditions have been reached. In which case the poll is failed.
3. Each Poll will have 3 voting options: For, Against, and Abstain.
4. Proxy Power
1. Each City council Member may have 1 other member of the City designated as their Proxy. This member is designated upon election of the Member and may be changed at any time by making a post dictating that change in the city council meeting.
2. A Proxy may vote in any Poll posted by the Council, and, unless the Council Member they are a Proxy for Votes, that vote is counted like a normal Council Member vote.

Me: Prudent. If I ask and you can answer, will you?
Sabine: If you ask, and you pay, and I can answer, then yes, seedling.

Me: What sort of payment do you require; also, what if I pay and you can't answer?
Sabine: Something dear to you, of course. Memories. Relationships. Powers. But- You don't have that.
You don't pay until after, but we have terms first.
Me: So it isn't equivalent. If I were to ask if the sky is blue you would wish a memory or what have you from me?
Sabine No.
Because you don't need to ask me why the sky was blue. And I wouldn't answer you, even if you asked.
Me: It was hypothetical. In other words, if I ask a question that isn't worth that price - yet I do not know the answer and wish to know it, you will extract a price above the value of the question?
Sabine:You're thinking too hard, sweetling.
Are my prices steep is all you had to ask, and for free, I tell you yes.
That's policy.
Me:That seems a bit unfair for a simple question. It isn't as if I'm asking how to leave. Simply simple things.
