I've looked through the "1970s Real Life" tag entries but nothing hits what I'm looking for, because I am a DIV and I know NOTHING about policing, much less policing Manchester-1973 style.

Sam would have an assigned radio number. In the Leonard episode (YAY!), it's 870. The base code is "Alpha One" and Sam should and would use it.
