Venesuelans reject the referendum on increasing presidential powers

Venesuelans, by the slimmest of the margins, refused to make changes to their Constitution, which might increase Chavez's presidential powers. 69 amendments to Venesuelan Constitution were being proposed.

Venesuela, despite Washingon's pronouncements, still remains to be a viable democracy where people are free to make political decisions and vote accordingly.

But, what really captured my attention,

He dipped his right pinkie in ink, collected his paper receipt from the voting machine and then gave an uncharacteristically short talk with the news media.

Now, why can't we have voting machines produce PAPER RECEIPTS? ATMs can, cash registers can. Venesuelan voting machines can. How come all these election technology companies' CEOs state otherwise???
