i thought it's papier mache and not plastic. i was told there is a special area of town where all the stores sell stuff for opening a restaurant - pots/pans etc and these models of food.

Entirely possible - I never reached into the displays to touch them. Not sure what the reason for this is though - usually the food ends up looking nothing like the models. Perhaps this is their tackier version of the picture menu.
