You can't get genetic diversity with a small number. I know you might be thinking about Darwin's finches or whatnot, but they had a lot of time and also became something else. This is all happening within a few decades. Also, raising animals from birth and then releasing them back into the wild...eh. Not that successful. They wouldn't be any more adaptable to their environment than their predecessors. Their environment is also being taken away, yeah.
Not to mention, that such a program for recovery would be very labor intensive and expensive. The countries that have these animals are usually also the poorest, so the programs that are already in place for conservation are lacking. Not to mention any new programs of that magnitude. There also has to be a certain amount of will behind a cause, and if it's not there it's not going to work. Example, India exaggerated the number of wild tigers they have in their country. The Chinese and Indian governments have more or less looking the other way when it comes to tiger poaching.
