Korea-Born vs. Korea-Descended

Hi all, I have a cultural question:

I may be interviewing with a group in Koreatown in LA and then I got curious. I met someone from LA of Korean ancestry but American-born and he could speak, understand, read and write Korean. However, I used to work with a Korean family in Phoenix; the older generation could speak, understand, read and write Korean, but the younger generation could only speak and understand, though couldn't read or write it.

So my question is: what are your experiences with the Korea-Born/-Descended population? I know it's kind of a generalization, but do you notice if Koreans born outside of Korea typically lack some language skills their parents, grandparents, etc. had?
