NO. You need a passport OR a birth certificate and photo id. You will NOT get across (or, not get BACK) without it!

Ok, so don't trust me. I double checked with Annie...and while you can't be denied re-entry into Canada, they may have to have you checked through immigrations if they don't trust your word. So it might take longer to get across either way, but you should be ok if you don't mind the hassle of being strip-searched and interrogated. Just kidding about the strip search and interrogation. But they will have to check your name for a criminal record, etc.

I found my birth certificate at my parents house... but a strip search, eh? Hrm... maybe they'll make them search for my certificate. ^_^
