Being in a rush absolutely is an emergency.

On some highways in Mass, you are allowed to drive in the breakdown lane, during rush hour. A few weeks ago, I was caught in a a traffic snarl, caused by unexpected construction. :\

I was in a pissy mood for hitting traffic at 10pm, but then I nearly exploded when I saw some asshole high tailing it in the break down lane. I beamed a massive smile when I saw a Statie pull the car over, and from what I saw two lanes away, give the driver utter Hell.

Eh - you should be okay when you get home. I lived in London for 3 months, and I was just becoming to acclimated to how traffic worked there, when I came home, so I was all screwy. I still get tempted to drive on the other side of the road...

Aren't all California drivers bad drivers anyway? ;)

Once, going south on the notorious 405 freeway (the most congested in the nation?), I was stuck in the right lane when a car went zooming down the shoulder. I guess his plan was to cut everybody off. I'm sure his plan didn't include side swiping the expensive Mercedes Benz a few cars ahead of me. I could only shake my head as I passed them assessing the damage. Heh, at least this time he was using the emergency breakdown lane as it was intended!

Oh, and all Californians are bad drivers except me. ^.~

All of my impressions about Californians come from Escape from L.A. I didn't see any good drivers, so you must've been excluded from that flick.
