It's not an upgrade, it's an installation from scratch. And I got everything pointed correctly to mySQL, but it won't initialize. And I've been fucking with it for HOURS.
That's horrible. Only thing I could possibly suggest is fully uninstalling, making sure any traces are gone, then trying an install again, retracing steps really carefully to see where anything could have gone wrong.
Are you using the free edition? Or did you buy the personal one? Or did you obtain a cracked copy of the personal one? Because dealing with cracked software can be utterly horrendous if you don't know what you're doing.
Are you updating it? Apparently there can be problems with updating to 3.2.
