"Great your idea on delaying tweets in order that they can be given an appropriate review prior to publication. That is exactly what Twitter needs.
Thinking it through that might be a little impractical. Here is a thought experiment:
How long do you think is an appropriate delay? Say 2 minutes? That doesn't really seem long enough to do the appropriate background and contextual checks for everyone on twitter but for the sake of argument let's say 2 minutes is long enough for you to approve a tweet for posting.
I read in Forbes (http://goo.gl/yRQYv) that Twitter was hitting 110million tweets per day.
That would need 220million minutes of delay to check at 2 minutes per tweet, wouldn't it?
So with 1440 minutes in a day (24x60) you would need 152,778 days to check every tweet per day. Of course that is impossible for you to do on your own but you could get a little help from your friends.
If you hire 152,777 people they can help you get through them!
Easy peasy.
