The author says, "This is a test chapter for a long-fic I’m planning that’ll be an AU retelling of Hound of the Baskervilles. Yes, I am aware it’s a bad idea. Sadly, that doesn’t seem to make any difference to my desire to write it. More’s the pity." The test-chapter aspect means that, yes, it feels like an excerpt rather than a complete story. (By now, it should be perfectly obvious that I've read every single readable, normal story in Holmes slash fandom, and am now actively seeking out the readable crackfic.)
