Considering Luke hadn't really done as much face-to-face time with his Inmate as he probably should have, this port seemed like a nice chance for some good old-fashioned bonding. And, even though he probably could have just made Franklin go, he decided to sweeten the deal by having Tony come along with his Inmate, Wanda. Fortunately, the Admiral was kind enough to provide four backpacks fully stocked with everything the group would need, including food and water. Or blood, in the case of Franklin.
Setting them down on a heavily wooded ridge, they can see the edge of the island and the ocean in the distance. That's their destination...with a whole lot of forest between them.
