"HAPPY BIRTHDAY, DEAR FATHER"
and below that:

[Kanda turns 19 todaaay. So, because practically no one, except Lavi, knows about it, Kanda's "son", or rather the principal, decided that it had to be announced~ Go wild. 8D]
