Norma
Only Yachiru has met Norma! And then briefly. But she thinks Norma is pretty much AWESOMESAUCE because, well, Ponykkaku sign. With Tomo. What is not to like, seriously? They need to talk more.
Caesar:
Caesar reminds Cielo a little bit of Gale from his canon (strategist PING!) He doesn't relate with him in quite the same way as he does with Hugo, because Caesar doesn't exactly fight. But Caesar's definitely one of the people who made him feel more welcome in camp, and Cielo doesn't...really think of him as a comrade so much? But he thinks of him as a friend. I don't know what the significance of that is.
Yuma likes Caesar, as you well know. :D OOCly and ICly I am not sure why Yuma trusts him so much--I mean, he's not a trustworthy-type person, if you'll pardon how that sounds because I can't word it better--but she does anyway. Enough to tell him her secret, enough to associate that trust with people he likes, enough to harrass him for~e~ver~ ♥. She actually likes the way he's so damn frank about things, too. I guess you could say it's refreshing?
Thomas thinks Blaze could do better will get his own comment when I can think. Oh, Suikoden relationships, you so funny.
