No prob. I can understand the confusion. I thought he was a muggle for a while as well.

Muggle-born in the book, Muggle on the Black Family Tree. I'll go with the book until I hear different!

I don't think that the Black family would differentiate much between "muggle" and "muggleborn", but if Tonks says her father was a wizard, then I'm inclined to believe her.

I agree--JKR says on her website that wizards who are into blood purity consider Muggleborns to be the same as Muggles.

Another piece of evidence, from Deathly Hallows, pp. 58-59:

"...How are you feeling? Anything else broken? I've fixed your ribs, your tooth and your arm. I'm Ted, by the way, Ted Tonks - Dora's father."

That definitely sounds like magic to me :)
