I was thinking more of emergency services, like search and rescue or providing shelter.

I was killed by one of the dragons. Suffice to say, it was unpleasant, but somehow I was restored to life, no worse for the wear. I'm sure that won't seem unusual to some of the people here, but in the world I know... Countries don't come back after they've disappeared.
