Winters are harsh on the roads, which cuts a giant hole into the state budget when crews need to replace roads, bridges, or fill in those giant potholes. During the summer, this makes a lot of drivers angry. Crowded freeways, detours...it's all a hassle.
Instead of expanding highways, the governor could easily expand the lightrail and bus systems (which would be a lot cheaper), but he doesn't really listen. Sven is just gearing up for another slightly painful and frustrating summer. But don't mind him, he's just being whiney.
Right now he's just laying on his bed and reading, trying to cool himself off.
