I learned that, in Iran, the headscarf is worn for the purpose of covering one's hair. My question is this: if one's head is shaven, does one need to wear the headscarf?

I believe that the reason a woman covers her head/hair is for modesty, so I guess it would depend on the standards of modesty for the society. In Iran, I bet it would be immodest to have a woman's head uncovered, with or without hair.

In Iran specifically, the problem of modesty is caused by the hair itself, which is said to be the object of attraction in this situation. In the comic, the hair is described as emanating rays that entrap men. Hence my question is actually: Given the assumption that it is a woman's hair that causes the issue, and that the headscarf must be worn for the purpose of covering the hair, is the headscarf necessary when hair is not present?
