Hm. I usually suggest going through NewEgg.com since they have the best prices for the power.

You'll want Quad Core with a good cache since you're going to not only be crunching numbers, but twisting and breaking them as well. this is a pretty good place to start, especially because NewEgg is having a bundle special on motherboards with it. If you shop around and find the OEM version of the chip or something similar, it will be even cheaper.

The quad core is important because you can set the affinity for various programs to specific CPU's. Thus, you could conceivably dedicate one processor to one calcualtion program, and another to a rendering program, and still have the horsepower to not only run Windows but other applications at the same time.

Oh, and shitloads of RAM. Try to max out whatever Mobo/CPU you pick out since RAM is cheap right now. The more RAM you have, the happier Windows is.

Speaking of Windows, install whatever you have handy and transfer your activation from whatever machine it came from. Don't buy or install anything new until 7 comes out, even in beta it kicks Vista's ass, and see if they offer a discounted upgrade version like they usually do.

I'll leave it to others to recommend towers, DVD-R's, and other accessories.

Also, since he's not a computer maintenance type person, he should probably go with something that comes with a warranty for when parts fail.
