The government's payoffs come from large corporations, and the entertainment industry has some of the biggest corporations in the world. Any legislation they pass about any of this is just redundancy at this point to hammer home the idea that the public will give up in frustration. People are taught in the early stages how futile it is to fight, and then the suits make all of this nonsense legal as a matter of "this is how it's been for years," sort of like how the Patriot Act works now. And in a matter of speaking, all of this really is pointless now. ISP providers will already be voluntarily throttling and blocking people after July 12 (?) anyway as part of a global crackdown anyway
