Mystery Solved
So when I came home today, the first thing I did was look in the backyard. Clothes line was down again - however, so was the tree from the backyard neighbour. So it seems that the crew hired to cut down the tree, needed to put my clothes line out of the way, but never bothered to put it back - TWICE!
The cable on the west side of the yard is now hanging down too. Not sure what to do about that.
At least I know what is going on now.
