I'm wearing earplugs. The kind you roll between your fingers, put in your ear, and they expand to fit. And I can STILL hear the goddamn party next door

You could... *gasp*... go and talk to them to ask them to keep it down. Of course, that also depends on the amount of people at the party. Also gives you a chance to meet your neighbors. :)
Actually, you could talk to them today and let them know they kept you up. then it will be fair warning. I know I'd much rather have a neighbor talk to me than call the police.
I don't care to meet them, and I would be uncomfortable trying to talk to them. They throw PARTIES. We have BIG backyards in the student ghetto. Theirs tends to be packd. One certain game days, the party has overflowed into my yard (I think one of my tennants may have let them since I think they're buddies). And they do this constantly during the school year. On school nights. If they don't realize how loud they're getting, they're getting drunk too early.
But because I'm not willing to talk to them is why I won't call anyone on them unless I have something important the next day. I may at some point leave an anonymous message in their mailbox or something. But I'm just really uncomfortable trying to directly talk to them. I know that's what I should do, but I just can't.
As you can see, G. and I have different approaches to this problem. While they are approaching the problem from opposite ends of the spectrum, they are compatible. It all depends on what your choice happens to be.
The thing to remember here is that if you take the approach of "can't beat 'em, join 'em", you are actually bolstering their attitudes. This isn't necessarily wrong, but it can backfire.
Yeah, the one time I tried to tell my neighbors off for being loud until 3am during exam week I ended up pounding on the door for far too long and then having the door slammed in my face. They then stomped around the place for an additional hour.
my neighbors are real mature
so now I just call the cops when they get annoying partly because I'm a nasty bitch, I guess...

I'd hate if they were on my lawn, though.
