i thought you couldn't wait tables under 21 at places with alcohol?

you just have to be 18 to serve alcohol, but if you're serving you have to go get an alcohol id, which means I had to drive up to the forsyth county sheriff's office in hicktown middle of nowhere "downtown" cumming. Why did applebee's have to be in forsyth and not fulton?
