Aizen seemed to have found them little more than an entertaining nothing. It seems clear to me that the least we say on it the better, especially since I am about ninety percent certain that one of us is responsible.

There are only a handful of other people with such information who are capable of moving around Seireitei and Rukongai in one night unnoticed; and fewer people who possess the eloquence to write such material. And so I do not feel at all out of line when I say that an official stance will only exacerbate the situation, cause people to point fingers, and sensationalise the content of the text.

My official response was to remind my Division of what the purpose of the Gotei 13 is, and to work them harder than they have ever been worked before. Consequently, they haven't had time to think about Seireitei's little littering problem.

There may be considerable merit in remaining neutral in the matter, Captain Kurotsuchi. I am aware of this. However, I also feel that the senior officers need to present a unified front in the matter if the situation is prolonged. We do not know the source of this material and therefore have, at present, no knowledge if such a distribution will repeat itself. I have confiscated any such material when it interfered with the performance of duties, but otherwise let the matter be.

Then perhaps you had more of a problem controlling the influx of material than I did. The members of 12th Division obey me outright. There was never any question of the litter entering 12th Division, because none of my subordinates would be so inordinately foolish as to invite my displeasure.

I thank you for the concern, but the Eighth is running as expected. It is a captain's prerogative to run their division in a manner of their choosing, Captain Kurotsuchi. I suppose no more need be said on the matter.

If by saying 'as expected', you mean, 'no better than usual'.

I don't suppose I need to inform you that your speaking out about it at all only makes you more suspicious as the author of the material? You are quite eloquent enough, in a comfortable position, have access to the correct information, could have easily covered Seireitei and Rukongai without being seen...
