I never received a letter, but the LOAR archives state that my heraldry was not accepted. Would any of you more-knowledgable people care to comment

OK, so you've got a compass rose and a chief, both silver, on a colored field. He's got a compass star within a ring, and a chief, both silver, on a colored field.
The Heralds (tm) are saying that the colored fields are different so that is one difference between your arms and Colin's. At the same time, they're saying that the compass rose and compass star aren't different [enough], and since you need two differences in order to register, you're shy one.
You've got three four basic options: 1) Change something about your arms to make it more different. Perhaps doing the compass rose and chief in gold instead. Or changing one of those to a different thing entirely. Or dropping the chief. Perhaps even a line change to the chief (embattled, invected, etc.) would do it. It is possible that in changing away from Colin G's arms you will create a conflict with some other item that's somebody else's, however.
2) Find a way to contact Colin Gordon and ask him for a written letter of permission to conflict. (I find pictures of him at http://picasaweb.google.com/SirColinGordon - he's apparently from Atlantia. And you can see his armory in the photos. A little more googling, or an Atlantian kingdom newsletter, could probably produce his contact info.)
3) Appeal to the college of arms providing documentation about why they should reconsider the compass rose/compass star and whether they're different. This is called filing an appeal of a precedent.
4) Use the arms anyway but don't register them. The drawback of this is that you are not in turn protected from conflict, and your arms will not appear on a scroll that conveys an award, grant, or patent of arms.
