She started the list soon after she moved into his flat. Percy woke up one morning and found it tacked to the washroom mirror.
Things Percy Weasley is Worried About Today:

After a moment of deliberation, he'd filled it out. He liked lists and was learning that Luna's quirkiness generally had a purpose, so he wrote,
01. Missing green tie.
02. Low on cereal.
03. List making it difficult to see hair properly. (Joke.)
This morning, however, Percy stared at it with a crooked grin. He crossed off 02. and 03., and next to 01., he wrote,
Miss Lovegood may not want to be ravished immediately upon waking.
(Percy always did worry too much.)
