Yes, well, this lovely GRAWRRRRRR Anime character off of Get Backers [Which is wonderful and I would recommend it to anyone who likes Anime. It's very action-y and entertaining.] His name is Kuroudo Akabane. He has an extreme blood lust and he kills for his own enjoyment. He has an alias, Dr. Jackal, because he operated on himself and whilst doing so he inserted hundereds of scalples into his body. Thus, now when he gets into a fight he can make the scalples come out of his knuckles, using them to slice and dice all the pretentious bastards who get in his way.
