So I feel qualified to give you advice.
Building your own system is alternately rewarding and frustrating as hell, especially if you want it to be a dice system. My current system is run dice-less, which has the advantage of being easy to GM, and the disadvantage of being fairly predictable. If you want it to be a dice-run system, I strongly suggest you model it closely on something else, it's just easier.
So far as writing the actual game goes, so far, both of my attempts at serious games have stemmed from character ideas, so I recommend building your ultimate, favorite, ideal uber-character. Make him or her exactly the way you want them to be, and the world should start to coalesce around them. (And save that character - they'll be a bad-ass NPC later) Write down everything you can think of; what are the countries, who rules them, how common is each race, what secret societies exist, ect.
Also, tap your resources. If you have questions, I'd be happy to give you the best answers I can; plus Ev has built her own systems, and I'm sure you know plenty of other gamers who would be happy to lend a hand.

As far as a system goes, I finally have the possible dice mechanics of it. I really like the whole d10 thing that White Wolf does and I'd like to try to make a variation on it. From the beginning I wanted to create a magic system based on Taoist principles (mostly the yin/yang concept, I use it heavily) and the five Chinese elements. I have a book on Chinese Astrology at home that's been really influential, and when it talks about the five elements and how they interact with each other I could so see this as a magic and stat system.
Also, I really like the idea of building my ultimate, favorite uber character. I have a couple ideas in my head, and actually that was going to influence the story I wanted to write for NaNoWriMo. I thought that maybe writing a novel might help build the world, but I just got too paralyzed so I think I should build the world first. And so far I have tons of races, a good amount of countries for it, and a general idea of how the world was created. (It's a essentially a plane between Heaven and Earth that sits on top of our world.) I do need figure out a lot more though, and it's good you brought up secret societies because I hadn't thought of that.
But yeah, thank you SO much for the advice, and I'd actually really like to talk to you sometime. I haven't seen you in ages!
